An ARM Development Kit (DTK)

Seen on eBay, an ARM development kit. It’s really rare to find one in working condition.

There are two reasons for its rarity: Apple recalled the machines, and this rather unique Mac mini wasn’t very durable (probably by design).

It has likely been modified: it only has 128 GB of storage (compared to 512 GB in the original) and a major visual issue on the motherboard, but the seller states that it doesn’t affect functionality. It runs macOS Big Sur, version 11.2.3 (the last compatible one). The seller also notes that it’s housed in a Mac mini 2018 case. This suggests it’s probably a motherboard that Apple failed to destroy properly, with a memory chip added afterward.
